I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter, dated the 8th May, communicating Sir E. Satow's view of the intention of clause 5 of the Additional Article of the Chefoo Convention.
In reply, I am to say that Mr. Secretary Brodrick concurs with Lord Lansdowne that, so long as the provisions of the Article are disregarded, as in the two instances referred to towards the end of Sir E. Satow's letter, His Majesty's Government should refuse to consider the proposals of the Imperial Government for raising revenue from fopium taxation at Canton.
